Constitutional Lawyer, Dr. Chukwuma A.J Chinwo says the Rivers State Executive Order 21 and 22 which restrains political parties from using buildings and structures in urban and non-urban areas as campaign offices without approval is in direct conflict with the constitution.
Dr. Chinwo who made the statement on Nigeria Info’s Hard Facts said the governor’s actions amount to a breach of the constitutional provisions for the use of public facilities.
He said the Public Order Act of the constitution already stipulated the guidelines for use of public structures, therefore an Executive Order must be pursuant to an extant law made by the State House of Assembly.
